Scholarship Purpose: Odessa Meyer was the first graduate in the educational administration post-master's program, earning the first specialist degree offered at Illinois State in 1964. Previously she had earned a two-year diploma in education in 1938. She also earned a B.S.E. in 1948 and an M.S.E. in 1955. The purpose of this scholarship, created for the Educational Administration and Foundations Department following her death in 1998, is to develop and support the scholarly excellence of EAF doctoral students from underrepresented groups. The EAF scholarship committee used the IBHE's definition of underrepresented groups with the exception of one group: females. In 2012, "underrepresented groups" were identified as "citizens or resident aliens, who are minorities, including African American, Hispanic, Asian American, and American Indian or Alaskan Native...and persons with disabilities."
